The Non-Jobbing Enemy Class

Sean Gabb, of the Libertarian Alliance, wrote an essay in 2001 entitled How to Destroy the Enemy Class. It is a theory piece on what would happen if the Libertarians took over England. He identifies an "Enemy Class" by writing:


What I will call the Enemy Class exists in and around the public sector. It comprises the great majority of those administrators, lawyers, experts, educators and media people whose living is connected with the State. Its leading members are people like Anthony Giddens, Greg Dyke, Elspeth Howe, Mary Warnock, Polly Toynbee, Peter Mandelson, and others. They articulate and advance the interests of perhaps a million other people—from television producers and heads of executive agencies, down through the university lecturers and social workers and white collar bureaucrats, to the lowest grades of civil servant and local government officer. Add to the list all the racism awareness and anti-aids consultants and the workers in those non-government organisations that receive money and status from or via the State.


This has led me to write this blogpost, outlining the career backgrounds (from Wikipedia) of the Labour cabinet. In short , which ones have had ANY experience of working in the private sector. Which ones have had a real job.

Gordon Brown - Prime Minister
Brown graduated from Edinburgh with First Class Honours M.A. in 1972, and stayed on to complete his Ph.D. (which he gained in 1982), titled "The Labour Party and Political Change in Scotland 1918-29". He gained employment as a lecturer in Politics at Glasgow College of Technology from 1976 to 1980. He then worked as a journalist at Scottish Television, later serving as current affairs editor until his election to parliament in 1983.


Real world jobber? Barely. Scottish Television is an ITV franchise. So out of his entire career he worked for a mere three years in the private sector.

Jack Straw - Justice Secretary
Leftist student radical in the 1960s. In 1969 he was elected President of the National Union of Students. He qualified as a barrister and practised criminal law. From 1971 to 1974 Jack Straw was a member of the Inner London Education Authority and Deputy Leader from 1973 to 1974. He served as political adviser to Barbara Castle at the Department of Social Security from 1974 to 1976 and then to Peter Shore at the Department for the Environment to 1977. He then worked as a researcher for the Granada TV current affairs series, World in Action.Straw was selected to run for Parliament in Blackburn, Lancashire, Barbara Castle's seat, in 1977 after Castle decided not to run again. He won the seat in 1979 and has held it since

Like Brown, he also worked for ITV, but again, this was for a very short time - about 2 years.
Like Brown, he has had hardly any experience of working in the real world.

Alistair Darling - Chancellor
He became a solicitor in 1978, then changed course for the Scots bar and was admitted as an advocate in 1984. He was elected as a councillor to the Falkirk District Council in 1982 and served until he was elected to parliament in 1987

Yet another non-jobber with zero experience of running a small business , and yet he's now in charge of the Treasury. (well, Gordon Brown still is, but we'll bypass that one)

David Miliband - Foreign Secretary
He was admitted to Corpus Christi College, Oxford, where he got a first in Philosophy, Politics and Economics. He then took a S.M. degree in Political Science in 1990 at MIT, where he was a Kennedy Scholar.His actual first job was for the National Council for Voluntary Organisations.

From 1989-94 he worked as a Research Fellow and policy analyst at the Institute for Public Policy Research and from 1992-4 was Secretary of the Commission on Social Justice. In 1994 Miliband became Tony Blair's Head of Policy and was a major contributor to Labour's manifesto for the 1997 general election. After Labour's victory in that election, Blair made him the de facto Head of the Prime Minister's Policy Unit, a position which he held until the 2001 election.

In the 2001 general election he was elected to Parliament for the Labour stronghold of South Shields.


A complete 100 per cent non-jobber and policy wonk. And yet he's in charge of Foreign Policy, which emcompasses such business like things as foreign trade and trade agreements(No he doesn't.Corrected by DK - the EU does). So if he's not in charge of that , what's the fucking point of having a Foreign Secretary?

Jacqui Smith - Home Secretary

Smith went on to study for a Bachelor of Arts in Philosophy, Politics and Economics at Hertford College, Oxford. After Oxford, she did a PGCE at Worcester College of Higher Education.

From 1986 to 1988, she taught Economics at Arrow Vale High School in Redditch, followed by a post at Worcester Sixth Form College before becoming Head of Economics and GNVQ Co-ordinator at Haybridge High School, Hagley in 1990. She was elected MP for Redditch at the 1997 general election.


A classic example of non-jobber who's entire career has been within the public sector, and thus is a member of the Enemy Class. A teacher who is in charge of fighting the terrorist threat. No doubt she'll tell the Islamists to please stop and come to a 5-A-Day class along with some "diversity" training.

Harriet Harman Minister for "Wimmin" and Equality.


Between 1978 and 1982 she was legal officer for the National Council for Civil Liberties
Became MP in 1982.


Yet another non-jobber.

John Hutton - Secretary of State for Business, Enterprise and Regulatory Reform.

John Hutton was educated at Westcliff High School for Boys and Magdalen College, Oxford. He went on to become a senior law lecturer at the University of Northumbria before turning back to politics, this time to the Labour party.
Mr Hutton first stood for election in the Penrith and the Borders seat in 1987. Two years later, he also failed to be elected as an MEP for the Cumbria and North Lancashire region. His election to the Barrow and Furness seat in the 1992 UK General Election saw him replace Cecil Franks as MP with a majority of 3,578.

A non-jobber from the University segment of the Enemy Class, who has zero business experience and yet in now in charge of business regulatory "reform", which we all know is Nu Lab code for even more regulations imposed by Brussels.

Ed Balls , Secretary of State for Children, Schools and Families.

His career began as economic leader writer at the Financial Times (1990–1994) followed by his appointment as an economic adviser to the then shadow chancellor Gordon Brown (1994–1997). As Labour swept to power in the General Election of 1997 he continued as an economic adviser to Brown, who was now Chancellor. He then served as chief economic adviser to HM Treasury from 1999 to 2004, in which post he was once named the most powerful unelected person in Britain.

In July 2004 he was selected to stand as Labour and Co-operative candidate for the parliamentary seat of Normanton in West Yorkshire, a Labour stronghold whose MP, Bill O'Brien, retired. He stepped down as chief economic adviser to the Treasury, but was given a paid position at the Smith Institute, a political thinktank with extremely close ties to Gordon Brown.

In the 2005 general election he was elected MP for Normanton with a majority of 10,002 and 51.2% of the vote. The West Yorkshire seat has been occupied by Labour MPs for longer than any other constituency in the United Kingdom.


An economic advister who has never run a business in his entire life. Classic non-jobber and a member of the Sith as well. Minister of Schools who has zero experience of running one or teaching in one, but instead is from the Journalist segment of the Enemy Class.

Des Browne - Minister of Defence and Scotland.

He started his legal career in 1974 as an apprentice solicitor with the firm James Campbell & Co. On qualifying in 1976 he became an assistant solicitor with Ross, Harper and Murphy, promoted to solicitor in 1980. He became a partner in McCluskey Browne in 1985 and a council member of the Law Society of Scotland 1988-1992. He worked mainly in child law.

Browne contested the parliamentary seat of Argyll and Bute at the 1992 General Election, and finished in a low fourth place behind the sitting Liberal Democrat MP Ray Michie. He was elected to the Faculty of Advocates in 1993. Browne was selected to contest the safe Labour seat of Kilmarnock and Loudoun following the retirement of the sitting MP William McKelvey. Browne won the seat comfortably at the 1997 General Election with a majority of 7,256.


Fully signed up member of the Lawyer segment of the Enemy Class, currently Defence Minister , but with zero experience of working in the Armed Forces.

James Purnell - Secretary of State for Culture, Media and Sport.

While still a student he worked in the summer holidays as a researcher to Tony Blair from 1989 to 1992. After graduating he worked as a Research Fellow at the Institute for Public Policy Research before moving to the BBC to become Head of Corporate Planning. In 1997 Purnell returned to work as a special advisor for the now Prime Minister Tony Blair until 2001. He also served as a board member of the Young Vic theatre. Purnell was selected for the seat of Stalybridge and Hyde in 2001, and went on to win the election with a majority of 8,859.

The "Non-Job-Ometer" is off the scale with this guy, because he's connected to Blair, the IPPR thinktank and even the BBC.

Hilary Benn - Secretary of State for Environment, Food & Rural Affairs

On leaving university, Benn became a Research Officer with the ASTMS and rose to become Head of Policy for Manufacturing Science and Finance. In 1979 he was elected to the Ealing Borough Council where he was Deputy Leader from 1986 to 1990. He was the Labour candidate for Ealing North in both the 1983 General Election and 1987 General Election. On both occasions he was defeated by the Conservative candidate Harry Greenway.

When Labour won power in 1997, Benn was appointed Special Adviser to David Blunkett as Secretary of State for Education and Employment. In 1999 he was quickly selected as the Labour candidate for the Leeds Central by-election following the death of Derek Fatchett. Benn won the by-election on June 10, 1999 on a very small turnout, by just over 2,000 votes.

Yet another classic example of the non-jobber Enemy Class.

Alan Johnson,Secretary of State for Health

left school at the age of 15 years. He then stacked shelves at Tesco before becoming a postman at 18. He is interested in music and joined two pop music bands. Johnson joined the Union of Communication Workers, becoming a branch official ideologically aligned with the Communist Party of Great Britain.A full-time union official from 1987, he became general secretary of the newly-formed Communication Workers Union in 1993 following a series of union mergers.

Before entering Parliament Johnson was a member of Labour's National Executive Committee. During this time he was the only major union leader to support the abolition of Clause IV. Just three weeks before the 1997 general election Johnson was selected to stand for Parliament in the safe Labour seat of Hull West and Hessle when the previous incumbent, Stuart Randall, stood down suddenly. Randall was subsequently elevated to the House of Lords.


We find our first real-world jobber. Orphaned at 12, left school a 15 , postie and Tesco shelf stacker.

John Denham Secretary of State for Innovation, Universities and Skills


After leaving education in 1977 he became an advice worker at the Energy Advice Agency in Durham, before becoming a transport campaigner with Friends of the Earth in 1978. He was Head of Youth Affairs at the British Council from 1979 until 1983, and was responsible for public education and advocacy for War on Want from 1984 to 1988. He subsequently worked for Christian Aid, Oxfam and other development agencies until his election to Westminster.

A classic non-jobber with a career in NGOs before entering parliament.

Douglas Alexander Secretary of State for International Development
In 1984 he won a Scottish scholarship to attend the Lester B. Pearson College in Victoria where he gained the International Baccalaureate Diploma, returning to Scotland to study politics and modern history at the University of Edinburgh. He won a further scholarship in 1988 to study at the University Of Pennsylvania, one of the major American Ivy League institutions. Whilst studying in America, he worked for Michael Dukakis during the 1988 American Presidential Election campaign, he also worked for a Democratic senator in Washington, D.C..

In 1990 he worked as a speech-writer and parliamentary researcher for Shadow Trade and Industry Secretary, Gordon Brown. He returned to Edinburgh to study for an LL.B. at Edinburgh University, where he won the Novice Moot Trophy and graduated with Distinction in 1993. He then qualified as a solicitor. On qualifying as a solicitor he worked for a firm of solicitors in Edinburgh. He was elected to parliament for Paisley South in November 1997.


Non-jobber who is also a member of the Lawyer Enemy Class. Has no experience in International Development.

Shaun Woodward Secretary of State for Northern Ireland

A Conservative MP who switched over to Labour in 1999. There's not much on his pre-political career, save for the fact that he's the only Labour MP with a butler. I'll just assume he's also a non-jobber.

Ruth Kelly Secretary of State for Transport


She went on to The Queen's College, Oxford where she read Philosophy, Politics and Economics, graduating in 1989, and then to the London School of Economics gaining an MSc in Economics in 1992. She joined the Labour Party in 1990, becoming a member of the party's Bethnal Green & Stepney/Bow constituency branch. She was an economics writer for The Guardian from 1990, before becoming deputy head of the Inflation Report Division of the Bank of England in 1994. In the 1997 general election, Kelly gained the seat of Bolton West from the Conservatives


A Transport Minister with no experience in transport. Semi-non jobber because she did have jobs at the Guardian and the Bank Of England.

Peter Hain Secretary of State for Work and Pensions, and also Secretary of State for Wales


He joined the Liberal Party and was elected president of the Young Liberals, but in 1977 switched to Labour. The same year, he was a founder of the Anti-Nazi League he remains a prominent supporter of Unite Against Fascism today.

Hain was educated at Emanuel School, Queen Mary College (University of London), graduating with a first class Bachelor's degree in Economics and Political Science and the University of Sussex, obtaining an M.Phil. Following this he worked as a researcher for the Union of Communication Workers, rising to become their head of research. In 1991 he was elected to the House of Commons.


Classic non-jobber who has never worked a day in life in the private sector.

Andy Burnham, Chief Secretary to the Treasury

Went to Fitzwilliam College, Cambridge from where he was awarded an MA (Hons) in English.
He joined the Labour Party aged just 14 in 1984 during the miners strike, and was a researcher to Tessa Jowell MP from 1994 until after the 1997 General Election. He joined the Transport and General Workers Union in 1995. After the 1997 election he was briefly a parliamentary officer for the NHS Confederation from August until December 1997, before taking up the post as an administrator with the Football Task Force for a year. In 1998, he became a special advisor to the Secretary of State for Culture, Media and Sport, Chris Smith, where he remained until his election to parliament. He joined the UNISON trade union in 2000.


Has never worked in a real job in his entire life. A classic 100 per cent non-jobber, with no experience in finance or business, no qualifications in economics, and yet he's now Chief Secretary to the Treasury.

Geoff Hoon, Chief Whip and Parliamentary Secretary to the Treasury

He was appointed as a law lecturer at the University of Leeds in 1976 for five years. He was called to the Bar at Gray's Inn in 1978, and was also a visiting law professor at the University of Louisville, Kentucky in 1981-2. He became a practising barrister for two years in 1982, in Nottingham.

Hoon was elected as a Member of the European Parliament for Derbyshire in 1984 and served in Brussels and Strasbourg for ten years. He was elected as a member of the British House of Commons at the 1992 general election for Ashfield following the retirement of the sitting Labour MP Frank Haynes. Hoon held the seat with a majority of 12,987 and has remained the MP there since.


Not only is a he a fully paid up member of the Lawyer Enemy Class, he's had ten years of being part of the European Union Borg Mind. And this all before he even became an MP.
Real world Real Job private sector experience? Zero.

Yvette Cooper, Minister for Housing

She was educated at Eggar's Comprehensive School, Alton and Alton College, before studying at Balliol College, Oxford where she was awarded a Bachelor of Arts in Philosophy, Politics and Economics. She was awarded a Kennedy Scholarship in 1991 to Harvard University and finished her studies with a Master of Science in economics at the London School of Economics.

She began her career as an economics researcher to the shadow Chancellor of the Exchequer John Smith MP in 1990 before becoming a domestic policy specialist, working in Arkansas, for the United States Democratic Party presidential candidate Bill Clinton in 1992. Later in the year she became a policy advisor to the new Shadow Chancellor of the Exchequer Gordon Brown MP and in 1994 found herself working as a research associate for the Centre for Economic Performance. In 1995 she became the economic correspondent with The Independent until her election to Westminster.


With a Masters in Economics she's never held a job at the Treasury. Maybe having a bit of clue on how an economy works disbars you from a Treasury position.

Career wise , classic non-job policy wonk, with a brief spell in the private sector at the socialist Independent newspaper.

Lord Malloch-Brown, Minister for Africa,Asia and the U.N.

UN Transnazi anti-American wanker.

Tessa Jowell, Minister for the Olympics and Paymaster General


She became a psychiatric social worker and eventually assistant director of the mental health charity Mind. In 1978 she was Labour Party candidate in a by-election in Ilford North but lost Labour's marginal majority to the Conservatives.


100 per cent non-jobber who has never done an honest day's work in her life. And has zero real world experience. Yet, she's in charge of the Olympics. Do I hear the phrase "utter and complete fuckup like the Dome" approaching like a ten ton fucking truck?

Nice blog. I think I found you on Sir Humphrey-Burton Higham or whatever he's calling himself these days (just in case it's Nourishing Obscurity).

This is OT but 'In a global economy, a fully democratic process and national sovereignty are becoming inefficient and thus unnecessary. Wealth and power are now more efficiently produced and maintained by free-markets and a more centralized political system, which the European Union offers. You have a bloody narrow definition of what a real job is. I thought my attempts to teach other people's poorly-raised children the rudiments of civilisation counted as a job. It appears I was mistaken. Evidently I am some sort of parasite that feeds off those few that work for a living, such as the owners of small businesses.

I sympathise with the point you are trying to make but a savagely crude and not to mention insulting interpretation of the facts does not help your case. Research is work, journalism is work, teaching is work. These groups may be corrupted into lobbyists but to automatically presume that they are is simply wrong.

You're missing the point Philip and taking it too personally. It's not meant to be a critique of teaching or research per se, but that there is an overwhelming prevalence of such backgrounds within the cabinet.
It's the distinct LACK of variety of backgrounds that is the major point.

The very idea that public service nurses should be lambasted by a man who blogs under the name of a pamphleteer and journalist who himself inherited a small fortune is deliciously ironic.

Tell you what, go work in a cancer ward for a few months and then tell me that's not a "real job".

A nurse or teacher, who is dedicated to their job and does it well - is NOT climbing the greasy pole of politics and thereby setting out policy that affects th entire economy. I have no beef with such people. None whatsoever.

what I am trying to point out is that this current political class has no qualifications whatsoever beyond climbing the greasy pole. In every walk of life you have to be qualified or trained or experienced in order to do your job.

Not so with the political class. Thus we end up in the ridiculous situation of Tessa Jowell, who has no work experience beyond being a social worker, in now in charge of a multi-billion Olympics budget. She hasn't even run a fucking corner shop in her entire life.

Understand what i'm saying now?

Don't be surprised when the Olympics runs into billions over budget and cripples Londoners with enormous tax bills.

This is why Kids can't read and write in this country-this is why we are at the bottom of the class in the education system lists in Europe.

And nurses-Who tell people to do it in their beds,don't wash there hands before dealing with patients,who don't clean up their wards,who are in the main rude and obnoixous.

Thats why 90 odd 'clients' from C Dif die and thats why we are at the bottom of the list for health care in Europe.

BTW-What the fuck has this got to do with the snouts in the trough front bench who more than resemble the Callaghan shambles.

firstly let me put you straight on something... to date, I've spent most of my adult life working in the private sector as an engineer (does building factories qualify as a "real" job, I wonder?) I was very good at it and earned enough to take a sabbatical and study for a Masters degree in Psychoanalytic Studies. I chose this because I've been interested in the subject for many years and life's too damn short not to follow one's dreams. Please tell me why that attitude should be worthy of denigration?

Secondly, I do indeed believe the BBC, like pretty much all media, has a pro-capitalist bias. In that respect I consider it economically right wing. As someone who has thankfully woken up from (what I consider) the capitalist delusion, I mention this on my blog from time to time.

Unfortunately you didn't engage with this point, merely quoted a paragraph or three out of context, called me an eco-fascist and then complained about me not doing a "real" job.

Incidentally, as someone who is firmly against the centralisation of political power, your description of me as a "fascist" displays either ignorance of me, or ignorance of political theory. I'll be charitable and assume the former, though lord knows why.

I'm also confused as to why you sarcastically refer to me as a 'military expert'. I've never made any such claim, nor implied anything of the kind. Even a semi-literate child could tell that the item you cite is entirely about the media treatment of the Israel / Palestine situation and makes no claims about military matters.

Again, I'll be charitable and assume you were simply being gratuitously insulting, rather than an illiterate moron.

Also, the fact that you don't know what a behavioural ecologist does is surely just a comment on your own ignorance and inability to carry out basic research, rather than the withering attack on Mr. Thomas you seem to imagine it is.

As for "What did Marx talk about?" Well, I could tell you of course (I've read Marx) but I'm not really sure what the relevance would be. I'm not a Marxist. I'm not even close.

I'm actually completely in agreement with you regarding the unsuitability of Tessa Jowell to run the Olympic budget. Not because of her work-experience though, but because she's an empty-headed NuLabor crony and part of one of the most ethically bankrupt administrations in history. Frankly I'm not sure there's a single member of the UK cabinet I'd trust to look after my dog while I'm on holiday, let alone run a country.

The same goes for the Shadow Cabinet.

But that's not what I was taking exception to. You implied on numerous occasions in your piece that public sector jobs aren't "real" jobs. It was that I had a problem with. You didn't offer caveats or mitigation.

However, unlike your collaborator and fellow 18th century pseudonym, your subsequent comment to me clarifies what you failed to do in your post, that you are capable of respecting the selfless, hard work undertaken by many (not all of course) public sector workers.

Incidentally, as someone who has worked in a corporate environment for some years, I'd like to point out that you'll discover plenty of wastrels and fools in the private sector.

Any claim that "you'll find more in the public sector" is merely ideological. After all, nobody has ever done a count.

This situation is something I've been thinking about for many years.

To have a Minister with a Masters in Economics to be placed in charge of Housing; one with some small life-experience in the health sector being the Paymaster General, and another who used to be a teacher becoming Home Secretary; makes one wonder exactly what criteria are being used in the selection process.

its bizarre isn't it. i don't think any private sector company would operate in such a way.

i wonder if that goes in some way to explain the various government incompetence stories we're hearing more and more of.

To be precise I doubt any private sector company on a scale commensurate with the Government would do so without calls of nepotism, cronyism, favouritism, or some other -ism. Odd how we spot this in politics only when it's blatant.

As for failure and incompetence, isn't that the same situation for any design-by-committee without strong leadership? As has been pointed out here and in various other places I think we're all waiting for the LOC 2012 to either fall over or require shed-loads more money to prop it up.
